I once speculated that this is a "good" shapeshifting reptilian. Indeed, he does not seem to go underground or have underground connections like most of them, hence he is still the original and not a clone replacement.
The same is true of Bruce Lee's widow and Dan Inosanto, for example, but this is rare. I think some reptilian/Egyptoid hybrids identify more with Egyptoid culture and behave like them. (Although there are Etoids in U bases, Etoids don't draw on them for power.)
