It does show a Lone Empty Shoe falling straight down from a great height, in FRONT of the car. The victim (i think actually a different guy) is already seated in the car when it passes over the shoe.

A passenger in Lal's car got out while the vehicle was still moving and fled the scene as Mr Skinner's shoe was seen bouncing along the road following the impact.
Mr Skinner was left with a fractured pelvic bone and hip, broken bones in his foot and significant bruising to his chest and left eye.

Funny how, near the beginning, the cam happens to track the victim as he starts to cross the road in the distance. Then the scene freezes for a few seconds with the car having approached him, as the cam zooms in on the scene.
Car was not going that fast, and the driver could easily have slowed down considerably if he were not incapacitated by the devil weed.
Then the scene abruptly changes to a previously-unseen section of the road, as the shoe drops in front of it. Same cam?
Vid is in a rare format (for DM) that allows pausing to inspect the scenes.

This guy, presented as the perp, is also the one who hopped out of the passenger seat, an MPD TH with xmtrs.
The victim's face is censored even though it would be too tiny and unfocused to make out anyway.

I have some doubts these "people" have met before.
