CIA agents are everywhere in the colonies the Vatican has them run. Even when i moved here, there were several CIA houses in the little town, and some more CIA repts living off the dirt road on the way to my place. So they always have shills to draw on for hoaxes; people in the community to tell their stories. But even in an event caused by other forces they usually prefer to put images of their own in the media.
And if i know the CIA, the death count is exaggerated.
