Then in this 4th one. In 3 of these pics he is filling jugs from a hose, but in at least 2 different locations.
Here we have multiple hoses but only 1 in use. Just low water pressure? The caption says

The homepage has an unlinkable "surveillance camera" animation which is inexplicably jittery. The 7-second vid within the article is much more steady.

Note the angle. In the vid the snow is coming down at an even steeper angle from right to left. At first i thought this was an unusually steep hill for NYC, but the still pics show a fairly level street. So the angle of the cam is odd. But then i suppose people might do that to slightly widen the view of the street.
The only actors depicted are 2 cops and the blurry victim, all of which are live CIA Type 1 Blangsters. The other "people" mentioned are live CIA RCs, including the ones in the linked articles of similar victims:
