In the vid are 2 cops. At first they handcuff the driver. 1 cop just stands there leaning against their car and watching as a few refugees, none of them young or athletic-looking, tumble out of the car and trot away into the woods. One is a woman in her 50s or 60s.
Instead of giving chase, the one active cop starts wrestling with someone who remained in the car. He commands "Stop!" even though the guy was just sitting there placidly. Meanwhile another guy escapes by running out a different door.
Nobody chases after them. Then vid skips to the cop cuffing the cooperative passenger. Message: if you don't run they will bust you. If you run they will let you.
