For some time i have often been pointing out FATTER LOWER LIPS as well as lips at an angle to teeth, in hoax actors. And i believe this often IS a gesture, and also often a cosmetic contrivance considered sexy by some. At the same time though, the fatter lower lip can be a naturally-occurring symptom of gut problems in ordinary people. And lately i am noticing it more in regular people. Maybe because i am paying attention more.

Same woman as in previous pic, same clothes and hair, but with different actors around her, Guy right looks like center guy in previous pic, but it's a different guy. And note how much more forearm he displays.
He has a thin forearm with a brass bracelet and fat lower lip. The bracelet is likely a prop for this photo as i get the feeling these RC govt employees don't normally act for the media.
