I've been noticing a lot of these palm presentations lately that don't seem to be doing very remarkable hand signs otherwise.

That article has 4 such palm displays, and the subsequent one features another. This is by no mean unprecedented but recently seems to have become far more common.

To lock onto his belt? Plus it looks like the thumb and 3 fingers originate behind the perp's cuff while the index is in front of it. So where is the cop's wrist in relation to the perp's forearm, occupying the same space?
Note that in previous pic, cop's arm position is as if he was holding the perp's forearm, yet he is not.
