About an hour later, police allegedly found the baby uncovered and 'struggling to breathe' on the floor of a tent near the Piscataquag River at Electric Street the New York Post reported.

"Tent" has no floor.
Just how long would a fresh newborn survive in such an open "tent" in late Dec in NH? Not to mention a woman with mental issues.
I once visited adjoining ME in Dec, and it got as low as -20F at nights. I was sleeping in my van, and it was very difficult getting my rubber boots on in the morning because they shrunk from the cold.
Images and vid show the campsite as devoid of snow. Really? This time of year? But vid also shows a bldg with snow in front of it.
