Let me get this straight: someone digs through trash bins somewhere where they can find plenty of discarded masks. Where would that be, apartment buidings? Then sells them to someone who runs them through a washer and dryer. Then they would apply a hot iron to the elastic bands and any plastic that is likely to be in these masks, whereupon they come out looking just like new and can be sold unwrapped for a few pennies. Got it.
