They actually do have a quantity of (mostly white) "people" (all RCs i think) for the camera. But were they really stuck on this ship the whole time? Are there really 1500 of them?
Granted, this world is set up so that MOST people who have the money to spend on frivolities will be COTHS, but in all fairness, a ship like this will normally have a small percentage of non-COTHS which would make chicanery more burdensome.
It might be that all these RCs actually were on the ship the whole time, but only RCs were allowed on board to begin with (except ship captains are still not allowed to be clones).
Or it may be that a few hundred white RCs were rounded up or flown in from elsewhere for the photo ops. I really don't know for sure but suspect the latter.
