I have to suspect this is a staged demolition of a bridge and vessel that were getting old. Bridge collapses leaving a nice crescent arch. The one victim in a stretcher does hand signs.
There just happened to be a cam covering the bridge, but the image is so blurry that the bus on the bridge is easy to fake.
DM goes to great pains to make their hokey vids hard to re-watch. There is a Watch Again choice that flashes by in 1/20 of a second so if you want to re-watch you have to re-load the whole cumbersome page. I ain't doing that here but the bus moved in jerks when i watched it.
