Note how water level goes up to the very brim, seemingly. Look under the horizonal arm. Strange shadowing plus you see some tiles, and the water level is lower there. Things get fudgier left of the hand.
On the right, see the line in the water where an extra section of water has been added. And there is a protruding rectangle that seems to contain a woman in a low-cut dress.
The frame supposedly holding protective glass panels with warning labels on them is a bit unconvincing, considering that much of the horizontal frame is translucent. Unless you want to argue that the one panel lacks the top frame that the surrounding panels have, leaving no strong barrier to keep someone from falling. But would they really leave those ugly, skewed warning stickers on there? That glass would have to be cleaned often to keep it clear-looking and i imagine at some point they would have scraped the decals off.
Note that water is splattered on the glass only in the section where that arm is.

Apparently what we call a mobile home in the US is a static caravan in the UK. This is not a travel trailer but an expensive permanent or semi-permanent structure that is expensive to move and set up. Moving it results in some degree of deterioration so they are not trucked about frivolously. They usually are moved to secure locations with utility, water, sewer infrastructure. Only someone with money to throw away would hastily move them to a controversial, insecure location. And people with lots of money don't usually buy these things, or if they do, they set them up on their own land.
