I don't know enough about security cams to gauge the likelihood of the neighbor's webcam being sophisticated enough to zoom in and out of the action. Seems to me a static cam would give adequate coverage of so small a space and be much cheaper. Also the cam swivels horizontally a tad near the beginning.
