Too poor to afford work gloves, i take it.
Also i have been a mason tender and we didn't haul blocks in such wheelbarrows. That wheelbarrow is used for transporting/holding wet concrete and is not efficient for hauling quantities of blocks. Of course, we weren't frail old women, either.
Looking at the ergonomics of her posture, i doubt this woman has ever picked up a concrete block. Even if it's a cinder block, which is lighter than concrete, it still looks wrong and very posed to me.

Conclusion from this and the Irma pix posted earlier: hand signs in media stories are not always an indication that the whole story is a hoax. They stick them in regardless, if it's a rare true story involving many pepole, like a weather disaster.
